A national leader in Aboriginal and Torres Strait Islander housing, health, economic development and public administration, Neil is known as a leading thinker and in strategy and policy development and implementation with an outstanding record of executive achievement in the corporate, government and not-for-profit sectors. 

He has been the CEO of the Queensland Aboriginal and Torres Strait Islander Housing Queensland since 2021 and prior was CEO of the Queensland Aboriginal and Islander Health Council (QAIHC). Neil was also an Executive Director with Queensland Department of Housing and Public Works where he played a key role in the development of the Queensland Housing Strategy 2017–2027; the Queensland Building Plan; and the Queensland Procurement Policy; and the implementation of the National Partnership Agreement on Remote Indigenous Housing (NPARIH).
 
Neil has connections to the Waanyi people of the Gulf of Carpentaria and the Kuku Yalanji people of Far North Queensland.
